THE SHEER VOLUME OF USED AND END-OF-LIFE ELECTRONICS (WE SOMETIMES USE “E-SCRAP” AS SHORTHAND) IS SO IMMENSE – AND GROWING AT EXPONENTIAL RATES IN MANY PARTS OF THE WORLD.

As the Internet of Things (IOT) continues to expand and proliferate, our electronics sustainability challenge continues to grow as well. Beyond what has traditionally been considered “electronics,” we now have to think about things like smart refrigerators, photovoltaic cells, our cars, and even our toothbrushes and doorbells.

While we have to deal with our present e-waste problem through responsible reuse and recycling, if we only focus on managing waste, we will constantly be reacting to new technology and whatever hazards are created as a result. Yes, we have to continue to sustainably manage the e-waste we create today, but we cannot be fixated on recycling and upcycling things out of the waste pile. To get to zero e-waste and electronics sustainability, we need to be focused on preventing waste in the first place. And that requires thinking about all the decisions of design, manufacturing, use, repair, reuse, and recycling to eradicate e-waste throughout the entirety of the lifecycle.

KEY STEPS IN THE CERTIFICATION PROCESS

  1. UNDERSTANDING THE REQUIREMENTS IN THE R2 STANDARD.
  2. IMPLEMENTATIION – Certification requires documenting the processes and procedures taking place at your facility, and incorporating R2 requirements into your process.
  3. COLLECT RECORDS & EVIDENCE – BEGIN COLLECTING RECORDS AND EVIDENCE THAT WILL DEMONSTRATE YOU ARE MEETING ALL R2 REQUIREMENTS.
  4. INTERNAL AUDIT – After implementing R2 requirements and collecting the necessary records to demonstrate conformance to the requirements in R2 and other the required Standards, conduct an “internal audit” to assess readiness and determine whether any changes or corrective action steps are needed. Internal audits must be conducted each year by someone qualified in the area(s) they are assessing.
  5. CERTIFICATION AUDIT – The Stage 1 audit focuses primarily on review of documented processes and procedures. The Stage 2 audit typically occurs 30-60 days after the Stage 1 audit and focuses more on assessing the facility, observing activities taking place, and reviewing records and evidence.
  6. MAINTAINING R2 CERTIFICATION – To maintain R2 Certification, facilities must pass an annual audit to demonstrate ongoing conformance to the R2 Standard, and pay the annual R2 License Fee

To better reflect today’s business environment and provide additional flexibility both for facilities and their clients, R2v3 now divides the R2 Standard into “Core” and specialized “Process” requirements.  While all R2 certified facilities are held to the Core requirements, the Process requirements only apply to facilities that perform those processes.

GREATER FLEXIBILITY

Process requirements now make R2 Certification more achievable and affordable for small and startup facilities that don’t engage in the full scope of R2 processes. This additional level of flexibility means more facilities have access to R2 Certification, which in turn, means we can have a greater positive impact on the world.

MORE CLARITY

The addition of process requirements provides more clarity on the capabilities and expertise of each R2 facility, which helps facilities to right-size their certification, and helps businesses to find the right R2 partner for their specific needs.

SCALABLE

As facilities grow and expand their capabilities over time, they can add new elements to their R2 certification and have access to a wider range of customers and industry segments for their business. Likewise, should conditions change, facilities can remove certification to individual Appendices and still maintain R2 Core Certification.

The R2 Standard provides a common set of criteria to recognize responsible reuse and recycling practices, all along the used portion of the electronics lifecycle. R2 Certification is the formal program for evaluating and monitoring businesses in meeting the R2 Standard, protecting of the environment, the health and safety of workers, and communities, and positively impacting the movement toward a sustainable circular economy while, enriching the lives of people all around the world.

Evolving from R2:2013 to R2v3 has been a nearly 5 year-long collaborative process between the TAC, Consensus Body, the electronics industry, SERI’s board, and the general public. The established process for revisiting and updating the R2 Standard is as follows:

  1. The TAC discusses, identifies, and proposes revisions to the R2 standard based on changes in the marketplace, learning over time, and industry feedback.
  2. The Consensus Body, in conjunction with the TAC, aggregates and organizes those proposed revisions into a new version of the Standard.
  3. The Consensus Body then distributes those proposals for public comment.
  4. After the public comment period has ended, the TAC and Consensus Body responds to comments, and amends the proposed revisions. If changes are made, the public comment process is repeated. In the case of R2v3, two rounds of public comment and revision were conducted.
  5. When all public comments have concluded, the Consensus Body votes to approve the final draft standard submit the proposed version to the SERI Board for adoption.

If the proposed version is adopted by the SERI Board, it is submitted to ANSI for approval as an American National Standard.

The Code of Practices (COP) contains the requirements of certifying facilities that meet the requirements of the R2 Standard. The COP applies to the Certification Bodies who audit and grant R2 certifications, but can affect how facilities are certified. Version 2.0 is specific to R2v3 and can also be referred to as the R2v3 Certification Program.

Complicating matters is the critical role used electronics can play in “bridging the digital divide.” Affordable electronics are essential to individuals, communities, and organizations in developing countries and economically challenged areas as they strive to raise their standard of living. For many, used electronics provide the means to engage in today’s economy, access a broader range of healthcare, improve educational opportunities, etc. Recognizing the environmental, economic, and social benefits of reuse, the R2 Standard was written in a way that allows for more opportunities to extend the useful life of electronic devices.

R2 BUSINESS SOLUTIONS

CHOOSING AN R2 CERTIFIED PARTNER DOESN’T JUST MAKE YOU ENVIRONMENTALLY RESPONSIBLE.

IT ALSO MAKES YOU BUSINESS-RESPONSIBLE.

Aligning with R2 Certified partners doesn’t only help protect the environment. It also helps protect your business and your customers from data, health, safety and environmental risks. And using R2 Certified facilities demonstrates a social commitment to customers, employees and shareholders.

While all R2 Certified facilities are held to our strict standards for handling electronics in responsible and sustainable ways, some businesses and situations will require an elevated process for their electronics.

In those cases, look for R2 Certified facilities who are also certified to the more specialized R2 Process requirements dealing with the following business workflows.*

RETURNS/WARRANTY/TRADE-INS

When dealing with returns, warranties, and trade-ins, you are likely in need of a refurbisher who legitimately tests the equipment. In R2v3, the specialization for test and repair is written in Appendix C.  You also probably need the incoming devices to be free of any residual user data to prevent data breaches. Rather than physically destroying the device to destroy the data, you need logical data sanitization capabilities. Appendix B of the R2v3 Standard covers this, and furthermore, it is required for facilities specializing in Appendix C Test and Repair.

You can use R2v3 Certification as a tool to qualify your vendors and gain confidence for your business that returns, warranties, and trade-ins are being responsibly processed to protect your brand and reputation, as well as your legal liabilities. For these business streams, you should ensure your returns are going to a facility that is R2v3 Certified to Appendices B & C.

ITAD/REMARKETING

As quickly and frequently as business changes and evolves, the technology that we use to support it seems to run at an even faster pace. Upgrading electronics is simply a part of business life. Fortunately, electronic assets designed for business are typically higher quality and have a considerable amount of residual value left in them, even after they no longer meet the needs of your specific business.

So, getting maximum value for those assets just makes good business sense.  But the return needs to be balanced against risk because those electronics also contain data that needs to be protected.  And, customers are increasingly demanding that businesses act in more socially responsible ways. Besides the obvious impacts of data breaches, having your used electronics show up in an electronic graveyard in some remote part of the world can be incredibly damaging to your brand.

On the flip side, handling your used electronics utilizing sustainable practices can be a strong proof point of your commitment to being a socially responsible business, not just environmentally, but also socially by providing affordable used electronics to the developing communities around the world.  Looking at the whole landscape, you should recover a good value for your used electronics that can be legitimately reused, but you should not sacrifice your whole business for the additional margin you can get by auctioning your broken or obsolete electronics to the highest bidder.

Partnering with R2 Certified facilities certified to Appendix C gives businesses the confidence to know that all the different risks associated with maximizing your return are minimized.

ESCRAP/RECYCLING

Many vendors make claims of doing the right things with your used electronics.  They want you to trust them, but without verification, why would you take a risk that your electronics might end up as e-waste in an electronics graveyard half-way around the world?  Or that workers are using unsafe techniques to recover precious metals.  Working with an R2 Certified facility gives you the confidence to know that you will be recycling your electronics responsibly.

However, if you are a business that deals with a larger volume of used electronics with little remarketing value, you might benefit from choosing an R2 facility that is certified to Appendix E – Materials Recovery.  Whereas some R2 Certified facilities utilize a downstream network of partners to process their scrap, R2 facilities certified to Appendix E are certified to process recycling in-house, including dismantling, separation, and recovery. Since there is less transport involved and fewer hands in the pie, using a facility with in-house capabilities can be more efficient and cost advantageous for businesses that deal with higher volumes of old electronics.

DATA DESTRUCTION

Over the years, there have been many studies that continue to find residual employee, customer, and business sensitive data on electronics, even after they’ve passed through internal cleansing protocols.  While all R2 facilities have high standards for protecting any data left on your electronics, some businesses need an additional layer of assurance. In those cases, look for R2 facilities certified to Appendix B which includes enhanced data destruction processes that can provide tracking down to the serial number level.

TELECOM / MEDICAL / COMMERCIAL

R2v3 offers a new path to recognize the legitimate reuse of Specialty Electronics because specialty equipment such as telecom, medical, scientific, and other commercial grade electronics require a different approach and expertise.  Appendix D – Specialty Electronics Reuse recognizes those facilities capable of responsibly managing this type of equipment, from de-installation to getting it back into use.  Businesses decommissioning this type of equipment should look for potential vendors that have been certified to the additional R2 requirements in Appendix D.

Customers looking for specialized equipment can have increased confidence in the quality and functionality of the products purchased when buying from R2 Certified facilities certified to Appendix D.

*The newest version of the R2 Standard, R2v3, was released in 2020.  Facilities currently certified to the R2:2013 version will be certifying to the applicable Process Requirements as they transition to the new R2v3 Standard before the 2023 transition deadline.
